In the 40 years of reform and opening up, fiscal and tax reform is one of the most difficult and important reform matters involving the most extensive interests. The prevention and control of local debt, the balance of fiscal expenditure, the reform of social security funds and other issues, each step affects the interests or incentives of all participants. Therefore, fiscal data is a base map to record China's economic and social development. Due to the difference of the development level of various regions in our country, the operation of local finance has shown great regional differences. What to make of these differences? What impact will these differences have on the economic and social development of our country? Ma Guangrong, associate professor of the Department of Finance at the School of Finance and Finance of Renmin University of China, and others have compiled the 2018 China Regional Financial Development Index Report, which comprehensively reviews the economic and social development of various regions in China, and on this basis, puts forward policy suggestions for China's economic and social development from five aspects: fiscal revenue, fiscal expenditure, local debt, social security fund and budget management.
